CRD RESIDUALS TREATMENT
FACILITY PROJECT
CLOSING DATE: FEBRUARY 6, 2018
On February 6, 2018, the Capital Regional
District in British Columbia (the CRD)
signed a project agreement with Hartland
Resource Management General Partnership
(HRMG) to design, build, finance, operate
and maintain the $126.8-million Residuals
Treatment Facility in Saanich, BC.
HRMG is a partnership of subsidiaries of
Synagro Technologies, Inc., Bird Construc-
tion Inc. and Maple Reinders Group Ltd.
(the Consortium). Construction services
will be provided by Maple Reinders – Bird
JV, a joint venture between Bird Design-
Build Construction Inc. and Maple Reinders
Constructors Ltd. and operations services
will be provided by Synagro BC Operating
Limited Partnership.
Financing for the project was provided
by way of short-term debt provided by ATB
Financial (Alberta Treasury Branches) and
long-term debt provided e Manufacturers
Life Insurance Company.
e Residuals Treatment Facility Project
consists of a new biosolids processing facility.
Residual solids from the new McLoughlin
Point Wastewater Treatment Plant will be
piped to the Residuals Treatment Facility
at Hartland Landfill in Saanich, where they
will be treated and turned into what are
known as Class A biosolids. Class A biosol-
ids can be used for several beneficial reuses,
including as an alternative energy source.
e CRD's legal team was led by Norton
Rose Fulbright Canada LLP with a team
that included Greg Lewis, Jenya Ham-
mond, Keith Bustard, Ajit Dhillon and
Gautam Dhillon.
HRMG and the Consortium were repre-
sented by McMillan LLP with a team that
included Candy Saga, Ahsan Mirza, Julie
Han, Tayleigh Armstrong and William Lee.
Maple Reinders – Bird JV was led in-house
by Todd Mandel, Kellie Mildren and Kath-
ryn Lack.
Synagro BC Operating Limited Partner-
ship was led in-house by Al Slepian with as-
sistance from Fasken Martineau DuMou-
lin LLP with a team that included Kareen
Zimmer, Marcus Turner and Clara Rozee.
e Lenders were represented by Jamie
Templeton, Scott Perrin and Tara Watson of
Stikeman Elliott LLP.
