Brian Facey is Chair of Blakes' Competition, Antitrust & Foreign Investment Group.
He is past Chair of the Canadian Bar Association's National Competition Law Section
and current Chair of its International Committee. Facey was recently named one of
the top 15 Antitrust Lawyers in the world, and is the only Canadian lawyer to receive
this distinction. He is co-author of two treatises on competition law: Competition and
Antitrust Laws in Canada: Mergers, Joint Ventures and Competitor Collaborations (2013),
and Competition and Antitrust Law: Canada and the United States (2014); and the
Annotated Investment Canada Act (2015), (all published by LexisNexis). Recent signifi -
cant matters include: Bell Canada in connection with its acquisition of Glentel Inc.;
Halliburton Company in connection with its acquisition of Baker Hughes Incorpo-
rated; Holcim Ltd. in connection with its merger with Lafarge S.A.; Offi ce Depot, Inc.
in connection with its transaction with Staples, Inc. Former Adjunct Professor of Law;

Neil Campbell is Co-chair of McMillan's Competition and International Trade groups
and a member of the Energy group. His competition law practice focuses on merger
clearances under the Competition Act; reviews under the Investment Canada Act; represen-
tation in cartel, abuse of dominance and other competition law proceedings; and advising
on marketing, distribution, grey marketing and joint-venture issues. His trade law practice
includes anti-dumping and subsidy proceedings; NAFTA and WTO matters; export/
import controls and trade sanctions; foreign corrupt practices and investor-state disputes.
His energy law practice focuses on the electricity sector and he is the past Chair of the
market monitor for Ontario's wholesale electricity markets. Campbell has particularly
extensive experience in the fi nancial services, pharmaceuticals and chemicals, food and
beverage, natural resources, broadcasting, entertainment, transportation, and information
technology industries. He is a past Chair of the IBA's Antitrust Committee and a member
of the ABA Antitrust Section's International Task Force.

Partner in the Competition & Foreign Investment Review, Litigation, and Investi-
gations & White Collar Defence practices. Advises clients on all aspects of Canadian
competition and foreign investment review law, including mergers, cartel investigations,
advertising and marketing practices, abuse of dominance and other reviewable matters.
Formerly acted as Senior Deputy Commissioner leading the Competition Bureau's
Mergers Branch. As special counsel to the Commissioner of Competition, he acted for
the Commissioner in enforcement matters, major litigated proceedings and remedies and
