Paul Lalonde is a recognized expert in international trade law, including anti-dumping
and countervail, customs, import/export controls, international sanctions, anti-corrup-
tion and investment treaty disputes. Lalonde is also a leading expert in government pro-
curement law, including as counsel in dozens of bid challenge cases. He has been recog-
nized as a leading practitioner in international trade and procurement by several directo-
ries, including Lexpert®, Chambers Global, Legal Post, Legal Media Group; and named
2012 Lawyer of the Year, Toronto, international trade and fi nance law and 2014 Lawyer of
the Year, Toronto, public procurement by e Best Lawyers in Canada. His practice also
extends to international arbitration, including as counsel and arbitrator. He is called to the
Bars of Québec (1990) and Ontario (1992) and is fl uently bilingual in English and French.
Greg Kanargelidis is a partner who practices in the areas of international trade, customs
and commodity tax law at Blake, Cassels & Graydon LLP. Has more than 24 years of
experience. Heads the International Trade and Investment Law Group and is recognized
as one of the leading international trade and customs lawyers in Canada and the world.
Has extensive experience representing Canadian and foreign clients on global trade and
investment matters, export controls, economic sanctions and customs laws. Has substan-
tial experience in and regularly assists clients with trade remedy matters, with a particular
emphasis on anti-dumping investigations and appeals. Also advises on GST/HST and
other commodity taxes. Is very active in legal organizations. Member of the CITT Bench
and Bar committee, a co-chair of the customs law committee of the ABA section of inter-
national law, and past chair of the Ontario Bar Association International Law Section,
among others. Frequent author and speaker on customs, international trade and com-
modity tax topics.
Practices all aspects of international trade and customs law, including trade remedies,
customs, international trade treaty matters, export regulation, goods and services taxes,
and other regulatory matters concerning Canadian trade regulation. Appears before rele-
vant tribunals, NAFTA panels, Federal Court Trial Division and Appeal and the Supreme
Court of Canada. Authored numerous publications on customs and international trade

Rick Dearden, a Fellow of the American College of Trial Lawyers, is a Gowlings senior
litigation partner, practicing primarily in the areas of international trade, investor-state ar-
bitration, media and defamation law, freedom of information, and administrative law. His
accomplishments have been recognized by Lexpert®, e Best Lawyers in Canada, the Ca-
nadian Who's Who, the International Who's Who of Trade and Customs Lawyers, Bench-
mark Canada, the Who's Who Legal: Canada and Chambers Global. He acted as counsel
for the Ottawa Citizen before the Supreme Court of Canada in the seminal cases of Cusson
v. Quan and Grant v. Torstar that created the "public interest responsible communication"
defence to libel actions in Canada. Dearden has also acted as counsel at all levels of courts
in Ontario, the Federal Courts, the Canadian International Trade Tribunal and investor-
state arbitration under NAFTA. He served as Chair of a so wood lumber panel under
Chapter 19 of the Canada-U.S. Free Trade Agreement and counsels on NAFTA and
