REACHES FINANCIAL CLOSE
CLOSING DATE: JUNE 21, 2016
On June 21, 2016, the City of Winnipeg
signed a project agreement with Plenary
Roads Winnipeg Transitway LP to design,
build, finance, (operate) and maintain the
City of Winnipeg's Southwest Rapid Tran-
sitway (Stage 2) and Pembina Highway
Underpass project, with PCL Constructors
Canada Inc. providing construction services.
e $467-million project is Winnipeg's
fourth public-private partnership project.
e Southwest Rapid Transitway (Stage
2) and Pembina Highway Underpass project
comprise significant infrastructure compo-
nents in the southwest quadrant of the city.
ese components include the completion
of Stage 2 of the Southwest Transitway, the
addition of active transportation infrastruc-

COMPLETES $1B FIRST
RE-OPENING BOND OFFERING
CLOSING DATE: AUGUST 11, 2016
On August 11, 2016, the Province of Alberta
completed a first re-opening of the offering
of series DM 2.20 per cent bonds due June 1,
2026, initially completed June 17, 2016, for
an additional principal amount of $1 billion.
e first re-opening of the offering was
completed by a syndicate of underwriters led
by RBC Dominion Securities Inc., CIBC
World Markets Inc., e Toronto-Domin-
ion Bank, BMO Nesbitt Burns Inc., Nation-
al Bank Financial Inc., and Scotia Capital
Inc., and including, Desjardins Securities
Inc., Casgrain & Company Limited, Merrill
Lynch Canada Inc., Laurentian Bank Securi-
ties Inc., HSBC Securities (Canada) Inc. and
Canaccord Genuity Group Inc.
e Province of Alberta was represented
by Michael Gluckman and Christopher
Ontkean of Alberta Justice.
e underwriters were represented by Jon
Truswell and Jordan Primeau of Bennett
Jones LLP.
CCL INDUSTRIES COMPLETES
US$500M NOTE OFFERING
CLOSING DATE: SEPTEMBER 20, 2016
On September 20, 2016, CCL Industries
Inc., a world leader in specialty label and
packaging solutions for global corporations,
small businesses and consumers, completed
a private placement offering of US$500 mil-
lion aggregate principal amount 3.25 per
cent notes due 2026. Merrill Lynch, Pierce,
ture, the renewal and expansion of the Pem-
bina Underpass as well as connections to the
University of Manitoba and Investors Group
Field. Construction on the project is sched-
uled to conclude by late 2019.
e City of Winnipeg's legal team was led
in-house by Lisa Rowswell, Solicitor, City
of Winnipeg Legal Services Department,
and included Krista Boryskavich, Wolfgang
Tiegs, Denise Pambrun, Samantha Murata
and Angela Czarnecki.
e City was supported by Blake, Cassels
& Graydon LLP with a team that was com-
posed of Judy Wilson, Marianne Smith, Ja-
son MacIntyre, eresa Chan, Alyssa Shivji,
Lisha Li and Stephanie Console.
Wells Peever, QC, of Aikins, MacAu-
lay & orvaldson LLP acted as Mani-
toba counsel to provide an independent legal
opinion on behalf of the City.
Plenary Roads Winnipeg Transitway LP
was represented by Davies Ward Phillips
& Vineberg LLP with a team that included
Robert Bauer, Steve Martin, Will Buchner,
Matthew Rosen and Alysha Virani, together
with British Columbia and Alberta counsel,
Gowling WLG, with a team that included
Peter Fairey, Matt Mitchell, Frank Sur and
