Meanwhile, in Ontario, the government is pro-
ceeding with its phased modernization of the Mining
Act. e process began in 2009 with the passage of the
Mining Amendment Act, the first major reform of pro-
vincial mining legislation in more than one hundred
years. e legislation was aimed at enhancing Ontario's
global competitiveness by modernizing how claims are
registered and managed in the province.
While some changes came into effect on Royal Assent
in 2009, most of them have come into force over time as
regulations and policies were developed following stake-
holder consultation.
Phase I was implemented in 2011 and focused on pri-
vate landowners' rights. Phase II, implemented in 2012
and 2013, featured a new regulatory system of explora-
