John Rook is a litigation partner at Bennett Jones LLP specializing in commercial,
administrative and competition law. Rook appears in courts throughout Canada in
commercial and administrative law claims, including most recently in Nova Scotia and
Manitoba. He is recognized by Chambers Global as "among the most sought-aer compe-
tition litigators in Canada." He acts for the Commissioner of Competition in mergers
and reviewable practices, as well as numerous clients in the private sector in both civil
and criminal proceedings under the Competition Act. He writes extensively in his areas of
expertise and is a frequent speaker. In the community, Rook is Chair of the St. Andrew's
College Foundation.
James Musgrove is Co-chair of the Competition and Antitrust Practice at McMillan
LLP. Musgrove practices primarily in the areas of competition, antitrust and foreign
investment law. He advises on antitrust, distribution, and competition law matters,
mergers, cartels, Investment Canada and makes regular representations and submissions
to the Competition Bureau. Musgrove is winner of the GCR award for Behavioural
Matter of the Year ‒ Americas for his successful defense of MasterCard, in 2014, and was
named Advertising and Marketing Lawyer of the Year, Toronto, by Best Lawyers. He is
recognized as a leading competition and advertising lawyer by various rating organiza-
tions, including Chambers Global, GCR, Lexpert®, Best Lawyers and Who's Who Legal,
amongst others. He is active in various national and international antitrust organizations.
Head of the Litigation Department of Davies in Toronto, with extensive experience in
complex, "high-stakes" litigation at the trial and appellate levels. Has acted as counsel
in a number of leading cases in Canada in a wide range of areas, including commercial
disputes, securities cases, competition law and class actions. Has recently argued success-
fully a number of appeals in the Supreme Court of Canada involving the law of oppression,
plans of arrangement, the intersection of copyright and broadcasting law and the law of
contested elections. Has also conducted complex domestic and international arbitrations
in Canada, the US, Europe and Africa. Recognized repeatedly as one of Canada's leading
litigation counsel, including in e Lexpert®/American Lawyer Guide to the Leading 500
Lawyers in Canada. Recognized as a Band 1 practitioner, Canada, Dispute Resolution:

Co-chair of the firm's Competition and Foreign Investment Review Practice. Advises
domestic/international clients on all aspects of competition law. Provides strategic
advice to firms involved in mergers, cartel and abuse of dominance investigations under
the Competition Act. Also advises clients on net benefit and national security reviews
under the Investment Canada Act. Has represented numerous foreign investors, includ-
ing state-owned enterprises, as well as domestic targets in acquisition transactions.
Author of the Annotated Competition Act and the Annotated Investment Canada Act.
Speaks regularly on Canadian Bar Association's conference panels and contributes to the
organization's policy statements. Past-chair of the Section's Mergers and Foreign Invest-
