Scott Kraag is a partner in Torys' Project Finance, Infrastructure and Energy practices,
where his practice focuses on corporate project fi nance, with a particular emphasis on
the renewable energy sector, infrastructure development and mining. Recently, Kraag has
acted as lead fi nancing counsel on the South Kent, Grand Renewable, K2 and Armow
wind projects, the Ottawa Light Rail and the Windsor Essex transportation projects and
Inmet Mining's streaming transaction with Franco Nevada. Recognized by ! e Legal

Brian Kelsall specializes in corporate project fi nance with particular emphasis on
public-private partnerships and infrastructure development both internationally and
domestically. He advises lenders, sponsors and investors in respect of projects in Canada
and abroad in the infrastructure, energy, telecom, mining, oil and gas, and power sectors.
He has extensive banking law, securitization and mergers and acquisitions experience.
Recent transactions in which Kelsall acted as lead counsel include advising the lenders
on Infrastructure Ontario's Windsor Essex Highway PPP Project, St. Joseph's Hospi-
tal PPP Project, the Disraeli Bridges PPP Project in Manitoba and advising the federal
government on its Communications Security Establishment Canada Long Term Accom-
modation Project. Kelsall is a member of the Law Society of England and Wales and the
International Bar Association. Kelsall was called to the Ontario Bar in 1982, the Alberta
Bar in 1985 and the Roll of Solicitors of England and Wales in 2005.

Ella Plotkin's practice focuses on banking and project fi nance transactions, corporate
fi nance, privatization and public-private partnerships. She has considerable experience
in North American infrastructure development and fi nance as well as emerging markets
project fi nance. Plotkin advises lenders, developers and contractors on all aspects of
projects and project fi nance in the infrastructure, energy, telecom and natural resource
sectors. She has advised participants on key public-private partnership transactions
in Canada and in the US (including advising the bank syndicate lenders on the over
C$1-billion fi nancing for the Windsor Essex Parkway in Ontario, advising the lenders
[bonds] on the St. Joseph's Health Centre project in Ontario, and the concessionaire on
the US 36 Toll Road project in Colorado, US). She has advised on various international
project fi nance transactions. Plotkin is consistently recognized as a leading lawyer in
project fi nance in top international publications. She was called to the Ontario Bar in
