TO RAIL
BUILDING NEW PIPELINES is a costly proposition. Even
with all the money in the world, building political support
for new pipelines seems nearly impossible.
Environmental activists are winning the battle as wit-
nessed by the 209 conditions and multiple court challenges
attached to the Northern Gateway Pipeline. TransCanada's
proposed Keystone XL extension isn't faring any better.
But that's not keeping the oil in the ground.
