don't add to Canada's foreign-direct-investment totals, they
do increase industry exposure to deep pockets overseas. And
they suggest at least some level of confi dence among SOEs
that they understand the new rules.
Torys LLP M&A expert Ron Deyholos says "doing deals
is cyclical," and a er the tailspin of 2013 there was bound
to be an upturn. is eff ect, he says, was amplifi ed by fi rmer
prices for oil and gas that improved confi dence of both buy-
ers and sellers of assets.
"No one wants to be the seller who sold for too little or the
buyer who paid too much," Deyholos observes.
He says SOE clients were at fi rst "confused and con-
cerned" by the ban on oil sands purchases that suddenly re-
versed Ottawa's aggressive eff orts to court their investment.
