The Honorable Donald George Hugh Bowman, QC, was called to the Bar of Ontario
in 1962. He joined the Federal Department of Justice, Tax Litigation Section, in 1962
and was appointed Director of Tax Litigation in 1968. He joined the Toronto law firm
of Stikeman, Elliott, Roberts & Bowman in 1971 and was a partner until his appointment to the Tax Court of Canada. In his career in the Department of Justice and as a
partner of Stikeman, Elliott, Roberts & Bowman he argued numerous cases in the Tax
Court of Canada, Federal Court, Federal Court of Appeal and the Supreme Court of
Canada. He was appointed Queen's Counsel in 1974 and has been a member of the New
York Bar since 1982. He was appointed Judge of the Tax Court of Canada in 1991 and
Associate Chief Judge in February 2000. He was appointed Chief Justice of the Tax
Court of Canada in 2005. As a judge of the Tax Court of Canada and as Associate Chief
Justice and as Chief Justice he heard and decided hundreds of tax cases, particularly in
the area of income tax and goods and services tax.

tax cases. Before joining the firm, she was a partner in a large national law firm and senior
counsel for the Government of Canada. She is an active member of the Canadian Tax

Doug Mathew's practice focuses on civil tax litigation, including appellate-level advocacy
and appearing before the Tax Court of Canada and provincial Superior Courts. He also
represents taxpayers in the appeal process with the Canada Revenue Agency and provincial tax authorities. Major litigation matters have included such issues as tax avoidance,
transfer pricing, directors' liability, GST, capital tax, provincial sales tax and scientific
research tax incentives. He has acted for a number of multi-taxpayer groups and syndicates in disputes with the Canada Revenue Agency. Mathew has been appointed by the
Minister of Justice as a member of the editorial board of the Federal Court Reports with
responsibility for taxation matters. He has served as an instructor for the Bar Admission
Courses of the Law Societies of British Columbia and Upper Canada, as well as numerous tax conferences and seminars. He is a member of the Canadian Tax Foundation, the
Tax Law Sections of both the British Columbia and Ontario Bar Associations and the
International Fiscal Association.
