Mark Romoff, President and CEO of The Canadian Council for Public-Private Partnerships (CCPPP), our partner on this publication, explains that the CCPPP, with more than 440 members from the public and private sector, has expanded nationally just as cities and provinces are demonstrating their support for the model. Romoff points to the Saskatchewan government's 2012 launch of SaskBuilds Corporation, for example. According to its website, "the immediate focus for SaskBuilds is to help plan and manage pressing, large-scale infrastructure demands that are high-cost (typically $100 million or more) and a priority for the province. These infrastructure demands will not be met through conventional means in a timely manner. They may, however, be ideal candidates for public-private partnerships, or P3s. The new SaskBuilds Fund will support these types of partnerships." P3s have gone beyond traditional projects into urban transit, social housing, wastewater systems and the energy sector. Northwest Territories' broadband expansion and Nunavut's airport are both using the model. With 198 projects in its sights (100 operational), the CCPPP now has an impressive database on which to conduct research on the economic impact of P3 development compared to regular procurement.
