Big Deals COMPILED BY ZENA OLIJNYK AND KIEZZSA CRUZ > INFRASTRUCTURE DEALS GRAHAM CAPITAL, MUNICIPALLY CONTROLLED CORP., INVESTS $60 MILLION IN WETASKIWIN WATER PROJECT CLOSING DATE: APRIL 22, 2022 A corporation wholly owned by the City of Wetaskiwin partnered with Graham to implement the $60 million financing in the Wetaskiwin Wastewater Treatment Plant Project in the City of Wetaskiwin, Alberta. is project was implemented using the new Municipal Asset Partnership approach from Graham Capital Inc., which is a unique project approach allowing municipalities to retain owner- ship of their assets. Graham and Aquatera Utilities Inc. were selected to provide the construction and long-term operations and maintenance services, respectively. ONXPRESS ENTERS DEVELOPMENT PHASE OF GO RAIL EXPANSION ON-CORRIDOR PROJECT CLOSING DATE: APRIL 14, 2022 On April 14, 2022, ONxpress Transportation Partners, the consortium formed by Aecon, Deutsche Bahn, Alstom, and FCC, entered the development phase on the GO Rail Expansion On-Corridor Project – the largest project in Metrolinx's GO Rail Expansion program. Unprecedented in its scale and complexity, this multi-billion-dollar capital program will transform the regional rail network with electrification, more frequent service, shorter journey times, and a more modernized system for the Greater Toronto and Hamilton Region. e GO Rail Expansion On-Corridor Project package is a single, innovative, fully integrated contract to run more and better service for the regional GO Rail system. ONxpress will be responsible for designing, building, operating, and main- taining all GO Rail infrastructure and trains for 25 years. is includes all works that facilitate train service, such as track, civil infrastructure, signalling, electrifica- tion infrastructure, and electric vehicles, as well as the operations and maintenance of the GO Rail network. As the On-Corridor Project is a complex regional project with multiple external interfaces, stakeholders, and utility and operational elements, it is being delivered as a progressive DBOM (design-build- operate-maintain) model. In a progressive model, the project features a collabora- tive approach between the project owner and the contracting partner.
